Troll Remakes?

If a player has more than 10 deaths and 0 kills at the 15 minute mark, with no assists, and is building out of the ordinary items on their champion (i.e a full ap build on master yi with rabadons and ludens, or a full ad veigar build), it should be pretty obvious they're trolling. I know it's possible, even easy, to design a program which can check how many kills and assists and deaths someone has, and reference the items built against statistics for items normally built on that champion. Why not implement a ranked feature where if this is the case, a team can vote out a player for trolling and only the trolling player takes the loss? Requiring strange items and a 0/10/0 kda roots out people trying to prevent a game that they're gonna lose just because of bad play, and requiring player votes adds judgement by actual humans into the mix. Most of the time it wont happen, sure, there's no way to implement a perfect solution, sure, but in any case there's no harm at all in having it there for those rare situations where the criteria are met and the team agrees.
