As probably the only person to URF with Bard...

I have to say, he feels really viable with the buffs. Not OP like everyone else, but just viable. Sure, you can permastun and murder anyone near a wall, but with tweaking, it's not so bad that Q have a lesser cool down. W and E on a lesser cooldown don't feel awful or broken either, since they're skills that the enemy can disrupt/use with little to no effort. Spamming them wouldn't make him OP due to the easily exploitable nature of those skills. R, on the other hand, probably needs the longer cooldown. In other news, the chimes and Meeps for URF feel SO MUCH better than the chimes and Meeps for regular play. Getting upgrades at 3 chimes instead of 5 doesn't make him feel nearly as gated or useless in terms of how long it takes to actually reach the useful milestones that help him assist better in lane, and the fact that the base cooldown of the Meep respawn is only 6 seconds helps tremendously in that you're almost never without one of your little friends nearby, again, helping him have more presence in the lane and team fights. The fact that you don't have to roam the entire game for long periods in order to get all of your utility helps Bard remain in the lane more and harass and help like a support should be doing for their ADC. So Riot, I beseech you, PLEASE PLEASE PLEASE make some of these changes permanent for Bard, or at the very least use them as a base template for moving him the right direction if you insist on keeping his kit at 75% pure utility. That bulk of his kit being so heavily based on non-combat utility sucks the fun out from him in lane and in team fights, and just a few of these changes from URF, like cooldowns and the chimes and Meep respawn would go a very long way in pushing him towards an immensely fun and unique champion.

I tried him, and while it's fun to have a Magical Journey CD so short you can have more than one up, he doesn't heal for shit, tank for shit, or deal damage for shit. It's basically you just trying to get your Q to stun as often as possible while your teammates destroy the target.

I went on a magical journey into the enemy base right at the start, so many portals. But so much fun.
