Main goals... Shift him more back to top lane, and remove some of the bull@#$% dragon gives him.
Empathizes the Metal, Pain, Suffering theme he is built around, while reducing the burden of knowledge and lack of readability of his E. Make Dragon interesting instead of just, I have dragon now I crash it into your tower.

E: New E's cone is now fairly wider, but the range reduced, and takes at least .5 seconds to cast. Can now be held to charge up to 1.5 second. Charging E till 1 second increases the damage, and range but lowers the width, and shield gained. Damage, and Range again increase at 1.5 second(full charge) but the Width, and shield gained again decreases. Landing a fully charged E on enemy champs grants Mord a stack of temporary % MR and Armor pen against those champs.
(The duration should be long enough that Mord could land repeated fully charged Es and stack more and more Pen, but if he missed one all of the stacks would fall off. This is in line with the juggernaut theme where Mord's shield and heals keep him in the fight until his Armor and magic pen turn him into a monster that feast on the suffering of those around him.)
R: Dragon damage to tower reduced greatly. Dragon takes increased damage from tower. Towers do not loss armor if only Dragon is present.
(What mord shouldn't be is an ass who gets dragon and send it derping into your tower for a free 20% of the towers hp.)
If Dragon is enslaved, Mords abilities gain a bonus small %(1, maybe 2) Max Hp True Damage burn over X seconds that does not refresh from DoT. Mord's passive does not gain shield from this bonus damage.
So there... easy... Metal, brutal, Pain and suffering theme are preserved and gets to be something special.
