Community Creations seems to be the place for fanfics, though I believe that they should at least split it into categories.
As for the Roleplaying Boards, the general consensus is that we fix up some things before going public.

There is an unlisted roleplaying board. I think that might be what you are looking for. I assume fanfiction is cool there?
Also why is the story board shared with art? These two things share little in common.
