What's being done about noncompetitive behavior in ranked?

'If you don't give me this role I want, I'm going to troll and make sure you lose' 'I don't feel like playing this anymore, going AFK to play Hearthstone' 'Something didn't go the way I want, so I'm going to try to make my team lose' 'I don't care, I'm just fucking around because I can't drop out of Diamond V' 'Died twice in lane, gg afk until 20' 'Going to start intentionally feeding because team wouldn't surrender' 'Lol I'm too drunk/stoned to play' 'I'm going to try out this new champion in ranked, because who wants to practice in normals?'

Anyone who behaves like this in ranked should be removed, no questions asked. They shouldn't need to behave like this regularly before being punished. I'm queuing for ranked because I want to play with people who are taking the game seriously; if I wanted people who are going to fuck around, I'd be playing normals.

At Diamond V, I'm encountering this behavior on one team or the other in probably 1/4 games total, with my last three having this behavior. This is more toxic than racial slurs or verbal abuse. What is being done to deal with this?
