Can xin get reworked?
His kit is pure binary and is either oppressively strong or useless. Right now, he isn't a threat in high elo but completely stomps every low elo game.

Xin is pretty bad, if you have a normal team with CC - he suicides into the enemy team and gets bursted or kited.
