Does Riot intentionally create champions to piss people off?

I can think of literally no other reason as to why you'd create champs like:

These are all champs based on being unfun and rage-infusing to play against. Teemo's one of the most useless champs in the game, yet he's a worthy ban just because of the pure toxicity je brings to a game. Imo these champs should all be reworked.
