What if Frozen Heart and IBG were 'merged' into a single item?
The two items occupy a lot of similar design space right now, both being 20% CDR Armor+Mana items. For the most part, though, IBG is just completely superior unless the enemy team has multiple high-AS attackers on it, or your user doesn't use abilities much. Which is basically Rammus.
Why not just have ONE 20% CDR Armor+Mana item that has traits of both? Keep the ice field proc on basic attacks after ability casts, but ditch the Spellblade damage completely. It's an item for sticking to people, intended to be used on champions who generally have good base values already. Does it really need the 100% Base AD extra damage?

Recipe: Warden's Mail (1000) + Glacial Shroud (1000) + 800 = 2800
+80 Armor +400 Mana +20% Cooldown Reduction
Unique Aura: Reduces the Attack Speed of nearby enemies by 15%.
Unique Passive - Iceborn: After using an ability, your next basic attack generates an icy field around your target for 2 seconds, Slowing the Movement Speed of enemies within it by 30% (1.5 second cooldown). The size of the icy field scales with your bonus Armor.
Is this too much for one item? It's kinda like a caster-oriented Randuin's, with the passive AS penalty and 'active' MS penalty.
Since it's not a Spellblade effect in this form, you could even increase the CD on it if need be.
