Kassadin and Leblanc came back after losing their silences. Like Leblanc, Talon's damage wasn't actually nerfed. Applying it may be harder, but the damage is still there.

Both kass and lb were compensated in either defense or utility. Talon probably won't make a come back until he is given the same treatment.
