Popular streamer known as summit1g that is new to league, after playing around 70-100 ranked games, is still using tier 2 runes, and is completely unaware about tier 3 runes that gives off better advantages and stats...

why isn't their even a tutorial for this?? Or show a notification about tier 3 runes?...

While this isn't full-proof, the best recommendation I could make to someone who is getting into the game, and is finally in a position where they can start building a somewhat decent ruin page, are the website that typically involve critical builds of the champions currently in the game, in terms of what works well for them, etc. Mobafire is a site I often refer to, and have found myself finding benefits in runes I'd might have never used if I didn't take that opportunity to better myself as a player in terms of how I build.

Though I do agree, an introduction to alleviate the confusion that may be had in within the immediate vicinity of the game may be a good idea.

having tiers for runes at this point is just pointless and incredibly outdated

it may have been fine when the champ pool was very small so people could use ip on runes after getting all the champs, but now with so many champions, new players are forced to use real money (on champs / rune pages) to be competitive after they wasted ip on t1 t2 runes

i just finished owning all champs shortly after ivern came out and each new champ i can afford right away now (i started in season 3) and some i did use RP on (before hextech boxes existed unfortunately)

but really for new players, your best overall rune page options would be 1 page with flat ad (easier cs'ing) and 1 page for ap.

Awesome. Who cares? means to go back to bots and level up. Learn the game through videos on yt or your personal experience.

Runes should FOREVER stay. However they need to be cheaper, and way better. Variety for every build and YOUR play style. Not the champions. People need to learn how to play and what they need to do to get around that obstacle until then.

If people are stupid enough to use lower tier runes. That's their own problem of not learning the game.
