Why is Gangplank allowed to be oppressive in the early game and still have a strong late game?

Gangplank is honestly so broken with the klepto rune, itemization, and kit overall. Provided with a free QSS that heals, a point and click poke that can proc on-hit effects and kleptomancy, making him an extremely oppressive laner, and an itemization path that allows him to be extremely good early on and a powerful champion in the late game. He's easily one of, if not the most broken top laner in my opinion.

I prefer Dark Harvest for the Q one shots. It does make your early game much less useful though. Klepto is kind of ridiculous on him honestly. It allows him to reach late game one shot status much faster, and he already has enough free gold generation. Most GPs before Klepto got Trinity Force in 13 minutes. The most expensive item in the game, in the difference of a few minutes(between 11 and 15 minutes) even when losing lane really bad. That was with my testing. I haven't tested since Klepto but I'd assume it's more around 8 or so minutes now?

Not really. They nerfed Klepto's RNG item drops and gold amount. It could be around 8 mins, but it honestly depends on having market or not, and matchup.

You only take Klepto when you are 100% certain the enemy isn't gonna fight you at all so you can safely Klepto. And that's a very, very small number of top laners (mostly tanks).
