Dorans Shield And Bot Lane

From a lot of the things I've heard, this item "can't be balanced for top lanes because supports abuse it to hell and back". If that is the case, can we make Doran's Shield have an extremely efficient passive, that "switches off" whenever an allied champion is within 1000 Range? There, can't be used by a Support anymore, so you can balance it for top lane 1v1 fests, with the only downside being switching off when your jungler ganks, or when you TP into fights.
