The only champion listed there who really fits your criteria is Pantheon.
Darius' scaling is decent, Illaoi's is just dependent on her team's ability to set her up, Aatrox is just sort of bad all over, and Veigar's early game is bad and his late game is incredibly powerful so I don't know what the fuck you were doing bringing him up.

Anyways, any good player will not let veigar hit his w or q which renders him 100% useless because his ult, like I said, will not one shot you. Illaois job is to set up her team and flash in and just ult, then everyone walks away and she's useless now. She's only relevant because of her e's damage. Darius will only be good if the enemies are retarded and give him a reset to get his rage on.
