Untangling tanks from bruisers and changes to overlapping itemization to give both identity.

Tanks and bruisers are champions from the same cloth. Bruisers, however, are far superior to tanks especially in a time where the game is leaning towards 'tanking' actually meaning 'more damage so the enemy does less because theyre dead'. Changes to tank itemization will always buff bruisers, meaning that tanks must be kept in a weak position because bruisers will utilize many of their items better than they do.

To fix this problem two things are needed;

  1. Tanks need to have an itemization identity separate from bruisers.
  2. Bruisers need to have their secondary items changed to facilitate the different identity of itemization. item 3742 item 3143 item 3065 will be considered "bruiser" secondary items for my purposes; they will be nerfed in stats only.

These changes will transform tank itemization into a 'low bonus HP high bonus resistance' niche and make bruisers HP beef. The high resistances will REQUIRE enemy teams to build penetration if a tank gets to far ahead. The proposed tank-specific components - The anthem and the Blazon - will serve as both a limit and a power spike; the items will have otherwise powerful unique passives, but a tank will not truly come online until their fourth completed item, which would be 5 items, with a sixth sloth for their 'finishing' items; Warmogs or defenders resolve.

This looks like a great start to making tanks great again, instead of bruisers being lumped in with tanks.
