How about the game just pauses when you have an afk.

for like 5 - 10 minutes most games I have an afk they come back within that much time but we are often still fucked because that guys is super behind and gets 1 shot undertower while trying to catch up. I mean like God damn we need to do something about AFKs.

Or... a "intermediate bot" could take over for the afk person until that person returns -- it's not much, it would feed, but at least it would be occupying someone's time and give your team a slightly better chance. Obviously the afk person would still get no credit for playing the game unless they came back within a few minutes of the "bot" having to play for them.

Intermediate bots could work. I'm not joking when I tell you they are better than half the players I get for team mates.

Maybe, but i guess the team should be able to vote whether or not the person stays afk'd in base or if a bot takes over.

Absolutely not. This might work in pre-level 30 games, but anyone that has any experience with this game would abuse that bot so hard.

Obviously Riot can improve ai for this purpose (think of how hard doom bots could be on max lvl if you 1v1) -- also, if they are abusing the "bot", you are at least getting a 4v4 or even better odds elsewhere on map -- that's better than 3v4 while you try to stop enemy split pushing or 4v5 is it not? I mean if you can't deal with enemy team 4v4 or 4v3, then you already lost regardless of if the afk sits in base or goes to lane and feeds 1v1.
