Is Lissandra going to be left behind in another sweeping mana balance patch?

So in a recent PBE change today, Almost every mage got some nice little buffs here and there to their mana, be it starting mana, mana growth, or even Mp/5. I'm not sure if they're planning it, but in case it needs some nipping in the bud, Is there a reason Lissandra isn't in there? She's super mana hungry early, and her passive if i may speak frankly, is the worst mana passive, ever.

I know at one point you guys were working on changing her passive, but the original line you were going for didn't match up, but has working on her passive been straight up canned? She is literally the only champion whose "mana saving" passive requires her to spam spells to make it work. It i have to spend 140 or so mana to get my passive to come back to me before that massive 18s period is over, then let's be honest here, That spell isn't free. Hell, give me Nunu's passive if you want conditional free spells, at least that's functional!

Tl:Dr Is Lissandra getting left in the dust with these mana buffs? Also is there any work being done on her counterintuitive passive?

  1. The items cover most champions. Only those not covered by items are getting compensation.

  2. Lissandra's passive is very underrated.

Items cover pretty much every mage, I can't honestly think of a mage who can't get by after building an Athene's, which is more expensive now. Doran's ring is now based off of Base mana, which I might add, Lissandra has the 2nd lowest base mana regen, and ties most Marksmen in Second Lowest Mana regen growth in the game. The reason her mana regen is low is because she has a mana passive mind you, but by design, not even by underrating, Lissandra's passive is the worst designed ability to serve that function.

  • Karma 's passive is underrated, Lissandra 's is literally bad design. Iceborne encourages Lissandra to spam her spells in order to keep its uptime to a reasonable amount, Keep in mind that Iceborne has an 18s Static cooldown, that is reduced by inflicting crowd control with her abilities. Her Q, which is her most useful harassment/farming tool, and as the spell you'll be throwing the most often, with its fairly low cooldown, has a rather hefty 85 mana cost. At level 1, Lissandra can afford to cast her Q 4 times with her passive before running out of mana on a spell with a 6s base cooldown, a spammable spell that feeds into her passive...ONCE. Out of that 18s, you get 1s off for spending a significant portion of your mana pool, on just your basic harassment tool. The only spell she has that is even close to "mana efficient" for her passive is her W, which is the only spell she has outside her ultimate that feeds into her passive more than once. Hell, at max rank, her E, which is her signature engage/disengage tool, costs just as much mana as her ultimate, and doesn't feed into her passive at all.
  • Comparatively, let's look at some mana passives that DO work. Nunu has the closest resemblance to Lissandra's and allows him to use free spells once every 5 basic attacks. It doesn't interrupt his play, nor does it require he spend mana to make it work. He auto's to charge, then uses an ability for the new cost.
  • Xerath has a static cooldown of 12s, and procs by auto-attacking an enemy target, and doubling its gain by autoing an enemy champion. again, Xerath is not required to use his mana to gain it, and his passive is even user friendly in the form of not proccing if he wouldn't gain mana from the auto anyway.
  • Veigar has Mana Font as a passive. Nuff said.

The deal with Lissandra 's passive being bad isn't the fact that having a free spell every so often is nifty, but rather the fact that to make her passive come up in enough time to make it worth it, she's forced to expend what little mana she has, often resulting in her going out of mana rather quickly (and that's playing conservatively). If your plan is to make someone have more efficient casting, which Iceborne is trying to do by giving free spells, then those points need to be effective. Lissandra has to spam her spells to get off harass through minion waves due to her Qs horrible base range, is necessary to keep her lane pushed. Later on in the game, Mana isn't usually an issue for most mages, as we have to buy some form of mana sustain in general, and the types of changes made right now, are the kinds of mana changes that affect the early game, where mages have the roughest time keeping up (Especially when faced with energy or non-resource champions who can spam for little to no consequence).

Now i'm not asking that riot buff Lissandra into being beast-mode again. But if they're going to do small passes over champions who have significant early mana problems, then there's no major reason i see as to why Lissandra can't be one of them. At the very least it would be nice to have a word on whether or not her passive is being looked at. Because it doesn't work well with her kit. Free spells work best when you have high fidelity skills that you can use them on, Lissandra's best option here being her Ult. Unfortunately due to her kit encouraging, and at points requiring spam (as utility mages must widdle opponent's down before they can burst), What happens by and large is that her passive is wasted on a Q or W, and by the time its right for her to go in, she's still paying full price for the skills she wants to use her passive for, which is her E and R. A passive that either better encourages her to make better use of her crowd control, or just helps her out since her entire kit is designed to get her up and close to the enemy team, an incredibly dangerous position for a mage to be in, mitigated by Zhonya's and her self-ult but costing her spell efficiency would be much better. Or at least making it so that her choice of free spell were more noticable, or required her to pass through fewer hoops to make use of.

I know how annoying it is for people to harp on things that aren't that bad, but this is a case where full-on, her passive just isn't optimized for her kit, and even antithetical at times. Its not about whining, its about good design, and Iceborne, just doesn't have that.

You definitely have a lot of facts with you. I'm working mainly on how she feels with the new items. She might not be in a great spot still, but she certainly doesn't feel like she got a nerf out of the preseason changes.

If it makes you feel better, the mana buffs are meaningless since the mage archetype already at the bottom of the barrel and are about to be put even further behind.
