Passive: Zoomer gains a stack of Blinding Speed by walking (Maximum of 5 stacks). For every stack, he gains 5%/10%/15% movement speed and 3%/5%/7% Tenacity.
Q Blinding Speed: Zoomer consumes 2 stacks of Blinding Speed to teleport to the target location (800 range) and blinds all nearby enemies for 1/1.5/2/2.5/3 seconds, inflicting 60/80/100/120/140 magic damage (+60% AD). This ability can be re-activated to teleport back to the starting location, reducing the cooldown by 25% and refunding half the Blinding Speed cost
W Swift Death: [Passive]: Deals 5% of the target's maximum health as magic damage on autoattacks (Max. 100 versus monsters) [Active]: Consumes 1 stack of Blinding Speed to give Zoomer 15%/20%/25%/30%/35% attack speed. In addition, his next autoattack will deal additional damage equal to 20% of Zoomer's attack damage as true damage.
E Untouchable: [Passive] Gives Zoomer 5/10/15/20/25 (+ 20% AD) armor and magic resistance [Active]: Zoomer gains 1 stack of Blinding Speed and teleports to a target (800 range) and inflicts 70 / 110 / 150 / 190 / 230 (+110% AD). Can be re-activated to teleport back to the starting location, healing him for 15% of his missing health (+20% of damage dealt)
R Uniquely Designed Super Zoom Fun Time: Zoomer instantly has the maximum amount of Blinding Speed possible. Zoomer teleports to a target location (Range: 800) and, upon arrival, will stun all enemies nearby him (Range: 800) for 1/2/3 seconds. For the next 20 seconds, Zoomer's abilities cost 0 Blinding Speed and he gains 10/15/20 (+30%/40%/50% AD) attack damage.
Zoomer is designed to be a unique and funtastic champion that can engage and disengage at will. However, because he's encouraged to build glass cannon, it's only fair he has defense to help him survive while engaging. Also, for a super awesome engage, he also has AoE CC to make his totally fair engages even more powerful. Because he is supposed to scale to late game, he gets tank shredding ability and a bunch of steroids while having superb base values. Lastly, his abilities deal AP damage and can heal to prepare for his next engage.
