It seems that it has outrageous win ratio, mostly used by Lucian and Darius. I think it needs to be toned down.

Or how about "Lucian and Darius need to be changed" instead. You can't just nerf everything because of 1 or 2 characters in a game that has 130+.

I guess, but imo Riot doesn't want to see Lucian and Darius nerfed, I might be wrong.

Item is fine since it's an early game item and falls off later. Lucian is the problem, not Black Cleaver. Plus why would you want to indirectly nerf the worst archetype in the game, the bruisers?

Well that item is being used on giant stat balls. Darius and lucian are insane accross the boards. Black cleaver just fits well into their kit, playstyle, and matchups. I think giving the chanpions abusing it nerfs is much more logical.
