How can I make Support Volibear work?

I sometimes, not often but sometimes, like to play Support Volibear. But it's been awhile since I did that and when I tried it the other day, I had the damndest time doing anything to run up and flip people. His speed bonus just wasn't enough to catch people, they could just auto run away from me even with the extra 30% towards-champs movement.

I rarely seem him either so I dunno if I just need some tips on laning him or if he's just too far on the Not Playable side. Any thoughts?

As a Volibear main earlier this season, and during the pre patch... I have to say I havent touched him in about 2 months. He's still my favorite champ, but he's not in a good place right now.

Adcs shred tanks, most of the meta adcs have great kiting abilities, and its a really "Bursty" meta as well. So this means you're not getting a good chance to auto, or bite. On top of this the heavy cc monsters are in the best place they've been.. Sejuani, Leona, Maokai etc. So if you (as Volibear) try to initiate, you're probably fucked, if you sit back and peel you'll just get poked down so you're fucked, and if you go any form of damage any decent adc will kite you until you get fucked.

He's just not in a good place, and the games not in a good place for him.
