Why were crit adcs nerfed and not kayle?

Kayle got indirectly nerfed recently with the nerf to 
Her winrate actually dropped from 51.7% to 50.7%
Yeah, but her and Morgana are getting a full scale relaunch soon. Kayle more so than Morgana, but still.
