Volibear probably needed a Gameplay Update/Full Rework during the Juggernaut patch.

Why? There's pretty much no reason to ever pick him over Olaf or Udyr in the Jungle and his kit just hasn't held up for a Lane Champion. Like, can you even fathom how irrelevant Volibear seems next to Kled? Or how much of a meme it is for him laning into Rumble/AD & AP Kennen/Darius/Gnar.

I mean, voli has a knockback, execute damage, AOE slow, and insane teamfighting power with his ult. He's not in the best place, but he is better than most.

All have pretty terrible numbers. His clear is slow due to his AAs terrible damage, and even with his fear he still lose a fair bit of health on some camps early. Getting kited to hell late game really means he has too narrow of a window to do other champs jobs worse.

He's not perfect, no, but give him a Titanic Hydra and a righteous Glory and then you are a totally different champion.

I've tried the "Warwick way" of rushing a Tiamat first just to help clear, but the sacrifice in W synergy and tankiness just isn't worth it for what the rest of his kit asks of you. I'd love to see something different out of his ultimate as well TBH.

Honestly I feel he should have a roar ultimate.

^This.

I usually go one or the other, but I've actually found that after completing Titanic and Cinderhulk, Voli is able to have a good impact even when behind. I've had games where had no kills 5+ deaths, and sloowly farmed up for my 2 item powerspike. Then suddenly I run at their fed whoever and blow them up in seconds. Catches them off guard nearly every time. I've turned whole games around at this point, going from 0/5 to like 10/6.

You really do become a completely different champion. I've done the math and a full combo with just those two items: Q > E + R while they're in midair > AA > Titanic > AA > W does about 1711 damage at level 11 not factoring in the execute or cinderhulk damage. This is before armor and MR, but most squishies haven't completed a defensive item at this point. Getting kited honestly isn't as big an issue as people make it out to be. Just have to stick near your carries and either peel/blow up any assassin that tries to dive them, or be patient and wait for the enemy team to use up their peel so you can freely dive and instakill the squishies.

He needs a rework or q buff.

I love playing him and in lower elos or normals, he's freelo. But if enemies have a little bit of cc, then it's a nightmare for you and you can't do jack shit. You can play him top lane, he destroys some matchups, but my curse with him was always win lane -> lose game.

He wasn't considered a Juggernaut at the time

People that use Volibear correctly are some of the scariest players in the game. Sure his top lane isn't that great anymore, but who cares? If you use Volibear correctly in the jungle then the enemy team is going to have a bad time. Check out Trick2G's recent 3 Volibear vids and you'll see exactly what I'm talking about

Volibear does much more damage to squishy targets and is far tankier than Udyr. You pick him over Udyr for his teamfighting, and you pick him over Olaf for his CC. Problem is that most people build him like any other tank: Cinderhulk/Sunfire > Visage > Deadmans > ect.

Stick a Titanic or Righteous Glory into his build and he's like a completely different champion. Glory lets you abuse your lead and dominate the midgame, whereas Titanic is safer and scales well late. It synergizes perfectly with Voli's kit and allows him to easily 100-0 a squishy target at just 2+ items.

Tiamat and Cinder together also help out a ton with his slow clears.

Volibear top takes some getting used to, he has a few rough matchups. Mainly Kennen, and Teemos that don't randomly poke with Q. Rumble and Kled are fine. Against rumble simply play safe until you get your mr/health items. Against kled it's pretty easy to all-in him at 6. Use ult to dismount him, then chomp him as he attempts to get skarl back. Kled ult just doesn't give the same dueling power as voli's.

He is my champion when i absolutely want to win. I have all the tools I need to gank or turret dive, there's little pressure on me to end the game early. Voli (with the titanic build) scales very well into lategame. My only complaint is how "slow" his earlygame feels. He clears healthy but it takes so long to kill camps until you get your cinder. This gives faster junglers like Graves/Rengar/Kha/Ivern a head start over you.

tl;dr He's middle of the pack as far as junglers go. He's nowhere near as bad as Udyr, Kindred, or shudders Rek'sai, but he isnt top tier either. Other champs need attention more than he does.

the juggernaut patch was years ago full updates don't happen in class updates, their scope is too big

I mean, juggernauts as a class are kind of limited. When you have Darius that goes for big reset combos, Illaoi that goes for massive aoe damage, Olaf that bursts through front lines to target squishies, and Morde the ap one...most of the other juggernaut picks don't really have a strong niche. You could say "Nasus infinitely scales and splits" or "Shyvanna gets stronger as you take drags", but you can accomplish jungling with Olaf and you can split with Darius, Morde, or Illaoi anyway. This issue bleeds over to Volibear. What SHOULD Volibear even do? Right now he just has some "big body" moves like charging at and flipping people...but that's just generic design. Should he be focused on survivability or high damage? Maybe he can be worked into "the fast one", with more resources worked into his mobility in comparison to other jugs? The main issue is that Riot needs to carve a space for this champ...and do a good job of it.
