There is no reason why Kalista needs to be nerfed, except MAYBE for pro play. Even there I don't think she is that problematic, although admittedly I haven't been following LCS closely this season thus far.

If that is Riot's reason, then that would just reinforce the belief that Riot heavily balances the game around pro play, often at the expense of the general playerbase.

Don't be surprised, this is just Riot yet again showing their devotion towards pro play and Korea (as a byproduct of their devotion to pro play). It doesn't matter if a champ's garbage tier in solo q, because the moment they're good in pro play they will see nerfs (unless you're Maokai xD).

"Why this nerf compared to others? As most have pointed out, Kalista can tend to invalidate melee champions late game. This nerf is intended to create a weakness, such that she has risks to picking her. Shorter range tends to open up poke lanes as counters, she will be more likely to be inside of Maokai's W range, etc. This gives us the space to be able to buff her back up in a sustainable way later (eg. Rend damage increased because it's more difficult to stay in range), which would not be possible with a change like "rend damage level 1 reduced or rend gives less mana when you're using it to 1 reset harrass someone". These are nerfs, but they don't create weaknesses."

Basically it means they're gonna buff her in some way

Here's the thing if you read it: This is a Jinx change.

It's a power shift so that she's more generally balanced when they tinker with her again later. Right now, Kalista's a pro play champ. To address her solo queue performance while not making her super op in pros, she can't just "be buffed". She needs power reallocation. They'll likely compensate her after the change.
