Rylai slow changes need to be reverted. Brand is horribly broken by it.

There's no reason for the 40% slow on AoE abilities on top of the change to no longer sacrifice AP for building it.

It removes all counterplay to Brand and makes his abilities completely undodgable after he mouses over you with Conflagration. 'Just dodge the skill shots' becomes 'sit there and die because you can't avoid his combo without flashing.'

You had to sacrifice a large amount of AP while building it, which made it undesirable as an early item. You ended up sitting on a significant amount of gold, which put you at a disadvantage.
