That's irrelevant. Champion win rates will always be higher in the higher elos because the amount of players is smaller. Bronze can still abuse Shaco and Ivern (and any champ for that matter). They just can't do it as effectively as high elo players can.

That's usually how it works dude. When you have more people playing a champ, you're going to end up with noobs that drag the winrate down. And where do we have the highest amount of players? Bronze.
