Why can someone still re-roll a champion after someone else re-rolls it?

Just had an ARAM lobby where someone re-rolled Udyr (for Kha'zix) then I rerolled my champion and got Udyr.

Why can this even happen? As far as I'm concerned, when someone re-rolls a champion they're re-rolling it on behalf of the entire team (otherwise they'd obviously trade it to someone who wanted to play it).

Why shoudn't it happen? It's quite logical to me. Let's say you were Ashe first time, you coudn't swap as your teammate doesn't have Ashe, so he rerolled for Kha. Udyr is once again in a pool of available champons and when you rerolled you got him. What's the rpoblem?
