If you fast forward to about 1:30 in this video you'll notice that even though Ezreal dies the ult still goes off. I know this ability can't be interrupted but is he really supposed to be able to use this while dead?

Heca E is an AA enhancement, once its started it will always go through regardless of whether he is alive or not, kled Q kinda works on a similar basis of boomerangs, where it can end even after the user is dead, the ezreal ult thing is definitely a bug since it's a cast time ability, it should have stopped when he died (i've killed ez's mid cast before and it's always stopped)

I mean mini Kled Q, which has a small cast Time too.
