Stormrazor should be a throwback to zephyr
Its base stats are pretty close and the 1150 needed to complete the item is kind of nuts.

The stats aren't close..... what made Zephyr important was its Tenacity.
And even the raw stats are different:
25 vs 65 AD
No crit vs Crit
50% attack speed vs 25/50% attack speed
10% move speed vs 8% Move speed
No Conditions vs Conditions
Zephyr was also much cheaper.
