New Lissandra Passive

Why not just make Lissandra do bonus damage to movement impaired targets (they must be previously impaired before hit by Lissandra spells for bonus damage). So if you cast Q, that slows them but that instance of Q doesn't do bonus damage from the same spell unless you cast it again while they're impaired. But if Lissandra combos her spells, (EWQ) since they all impair movement, each successive spell will get bonus damage off each other except for the first spell that starts the combo (unless her target was impaired from a gank or something, then even the 1st spell deals bonus dmg). Gives her power when aggressive or all-ins, without flat out buffing her poke

To me your suggestion to change the passive sounds fine. I just have one nitpick; You say "if Lissandra combos her spells, (EWQ) since they all impair movement": Lissandra's E does not impair movement. It just deals damage and allows Lissandra to blink with it.

My mistake, for some reason I thought all her spells impaired. Hmm may not be a bad idea to add a tiny slow to her E if only to make my suggestion work like old Talon's E.

It kinda leaves her too vulnerable. E is basically her escape tool - not so much a harass tool, unless she's going in for a kill. So there's a problem with that. The biggest issue she faces though is that she just plain lacks the durability, the burst, and the dps to be the short/mid ranged mage that she is. Either she needs more spammable spells like cass and ryze, more burst on her spells like a syndra, or more range like a xerath. Until they change on of those things, she will not be in a good spot. I do like your idea for a new passive that buffs damage when cc abilities are stacked, but more needs to be done than that to make her good again.

Hm, what if she gains health every time she impairs movement on a champion? I totally agree with your assessment of her issues.

I like her as is. I admit she is at a disadvantage when compared to other mages in laning right now, but her kit allows for some very game-changing plays after laning phase so I just see that laning phase difficulty as a balance mechanic.

She's not meant to one shot people; her kit is very clearly for getting picks, disabling, peeling etc. A kit like Syndra's is clearly for one shotting. There is a clear difference in design for the two. Even though this is the case, she is still very capable of dealing massive amounts of damage given you choose the correct item build path and make the correct plays.

I think she needs a more unique, champion-specific innate passive then just a stronger version of pre-8.7 Manaflow Band, especially with the amount of mana that is in AP items this season. It seems like her passive exists because of the high cost of her main Q ability (seriously 85 flat, even at rank 1?)

E doesn't CC anyone, and you're forcing Liss to have all her abilities' damages nerfed down, otherwise it would be too strong with Liandry.

Oops! My mistake. But hm, you might be right but I see no problem with having an item that has good synergize with a champion. And if she decides to rush it, with my new passive, she will likely have mana problems due to no mana item and not having current passive.
