Riot wants him to be a late game hyper carry wombo combo mage but as long as he has his super duper outplay button mashing targeted snare he will always be a lane bully.

B) As the title implies, the issue is that Ryze's snare is targeted, it cannot be dodged and it isn't blocked by minions.

He's a little tankier, but since they updated him, you can't actually do a lot of damage anymore if you go straight tank due to how poorly he scales on mana.
