Rengar is too much of a feast or famine currently, and it's making him extremely unhealthy

This is what Rengar top looks like currently. He has the 2nd worst win rate in the game compared to all of the champions in top lane. If he wins early his mid game spikes to the best win rate in the game, and then he falls back off to the 2nd worst at late game. I thought we were trying to remove this from assassins, but it doesn't seem to be the case for Rengar after the rework and constant nerfs.

Can we look into some buffs to make him more of an assassin that doesn't rely on scaling extremely hard early to be good.
