Its so clear that he’s broken. Everyone saying “hes only good because xyz” is delusional because he’s picked or banned in over half of games with a 51-53% winrate depending on what site you check.
I can lie. I can say to you that i saw a level 1 lucian 1v5 at 30 minutes with no items.
Numbers can’t lie. Lucian is a broken champion and we need to stop making excuses if we’re ever going to get things done.

People seem to think that a nerf to his W base damage and mana cost isn't sufficient enough to properly push him down a peg but I disagree. His W is rarely, if ever a necessary part of his damage combo wherein it doesn't matter if he hits his W or not as he's likely going to kill you with the rest of the kit. His W's main purpose is to apply another round of his passive - his main damage output. Nerfing the mana cost like this will make it much harder to use it as a reliable source to proc his passive. Not to mention crit based ADC's are already seeing a resurgence which is causing a decline in how well he's doing.
