Is there a bottom limit on Cooldown?

For example, Karthus and Evelynn 's Q have a cooldown of 1 and 1.5 respectively. Will 40% CDR reduce it's cooldown to 0.6 and 0.9 seconds or is getting 40% CDR a waste on this abilities? And what about toggle abilities?

So in short, is there a minimum cooldown which spells can't fall below ?

The only one I can think of off the top of my head is Yasuo's Q, which has a minimum CD of 1.33 seconds. As far as I'm aware all abilities are affected equally by CDR aside from that.

There isn't a minimum cooldown on abilities.

I wouldn't recommend stacking CDR on Karthus. His primary damage sources (Q and E) don't really become more effective with CDR. E is a toggle (so it's unaffected) and Q stops your movement, making it harder for Karthus to chase and kite.

While it is nice to have your ultimate up more frequently, it is often more important to make each individual use stronger (and thus more likely to kill your opponents).

Evelynn is a different matter.

Most common builds on Evelynn don't really prioritize CDR since she's often played as more of a burst assassin; AP Evelynn wants to immediately blow up her targets, not stick around in a fight.

However, if you want to play Evelynn as most of a bruiser, CDR is exceptionally valuable. It lets you use your Q more frequently, have more up-time on E's attack speed buff, and lets you use your ultimate more frequently for initiation, disengage and durability.

I personally enjoy something resembling the following Evelynn build: item 1316 item 1321 item 1306 | item 1412 | item 3025 | item 3102 or item 3156| item 3748 | item 3026

Very durable with high burst damage, consistent damage and sticking potential.

If the ability has a noticable cooldown, I think it usually is. For example, this would include stuff like Swain's ultimate, Anivia's ultimate and Mundo's W.

If the ability doesn't really have a noticable cooldown, I'm not sure. However, in this cases the cooldown is typically there to stop the player from accidentally double-tapping the ability. This would include stuff like Karthus' E and Singed's Q.

Generally, I would recommend checking the wiki on a case-by-case basis.

but i mean, regarding toggle abilities, if they would make the effect trigger more frequently, for example, Karthus E, says it deals damage every 1 seconds, will it do dmg every 0.6 seconds instead, or the game considered that the toggle only gives him the aura and the aura is independent of cdr.

Oh, in that case no. The frequency of damage is static.

The only exception I can think of is Garen's E since the frequency of damage scales with your level (but not CDR).

Wouldn't it be amusing, to have spells turn into toggles, if their cooldown became low enough to be negligible?
