Why is J4 being brought back into top?

I have seen at least 6 of them today. Its literally just a cheese lane. If he wins lane he's still kind of eh because of all damage. He hurts team comps in general if he isn't in the jungle and there isn't a team built around him (most jungles have negative synergy with J4).

Seriously did a streamer just cheese people in the last day. Because I see so many J4s just stacking lethality like it matters once the lane phase is over (seriously J4 falls off so hard built damage).
