My take on it is to give it some time. Ryze's play rate was off the roof before: http://champion.gg/champion/Ryze/Middle. Those nerfs brought it down tenfold, so only the most dedicated of the Ryze mains be playing him now. From here, Ryze can be balanced without having to take into account the bad Ryzes.
