After morellicon or chalice mages would have to get lucidity boots and still would only have 30℅. To get max cdr they have to sacrifice alot but its just served to ad champs on a platter

Get Morello or Athene's or something like that with 20% CDR, Boots of Lucidity, and then the 5% CDR from masteries(hoping that's still there) makes 40%. Even if the masteries don't have it you can get it in runes.

the 5% cdr on masteries is in a differen tree u cant reach it unless u sacrifice the offensensive tree. cdr boots only give 10 now

5% CDR is still in the utility tree but you have to go deep into the utility tree to get it, sacrificing 7% magic pen and an offensive keystone mastery.

7ha7guy7771 votesChange "or" to "and" = 40% cdr. 45% with the new mastery. Edit: In case in wasn't clear, athene's + morellonomicon is 40%, it's also 2 items, and both are roughly the same total price as AD options for 40% cdr.
