Why Yorick's Rework Continues To Be Delayed (Speculation)

(This is not going to be a positive post by any stretch of the imagination, but I welcome feedback of any type about this idea of mine, especially any brave Reds.)

On June 22, 2011, Yorick was released with two skins, Undertaker and Pentakill. Since then, Yorick has been deemed a "toxic" champion by Riot staff (with Morello saying that he hates the champ and wishes it was never released/created/conceived), was removed from the free-week rotation that promotes every other champion to new and cheap players and has not seen a hint of an official new skin since launch (Yorick is currently the oldest champion with that stigma at almost 1,300 days).

Currently, there are no immediate plans on fixing Yorick, which frustrates his fans.

However, after a brief discussion with another league player, I think I figured out why Yorick hasn't been touched and won't be worked on unless a miracle from Human Resources (or the Rito equivalent) happens.

Yorick kit involves using his ghouls as pets that do his bidding. They're not controllable, like Annie's Tibbers or Yorick's Omen of Death, but they should be used offensively (War, Famine) or defensively (Pestilence) when needed.

Now, any rework that does justice to Yorick would require smarter or better programmed minions/pets to do the various things a new, less toxic kit would need.

However, if Riot's game designers and programmers were capable of programming smarter pets, Malzahar's voidling would be much better than it currently is, same with the proposed ones from the Zzz'Rot Portal in the PBE, Zyra's plants or Heimerdinger's turrets. We would also a decrease in creep block and other problems minions give players, real or imagined.

So, I offer the possibility that Riot's staff is not unwilling to do anything to rework Yorick, they're just not capable of doing what needs to be done for a proper Yorick rework.

Again, I invite any Rioter to tell me I'm wrong and that they've not been working on Yorick for some other arbitrary reason.
