No one cares about Rakans low win rate because....
Hes not interesting. I don't find him fun to play. I find him fairly boring.
I feel like Xayah and Rakan were 2 champions that were totally unnecessary.

But without Xayah how will all the edgy 16 year "not your average girl" average girls show how good they are in league?

Xayah is really good and run to play. Rakan is average at best, but a fun kit when you go AP Mid.
Personally, I find him fun. Not so much that I think he needs buffs though.
I don't care about his winrate because he's been out for what, 2 or 3 patches?
You can't build an accurate winrate off of him yet. Give it time.
