Ryze's overlapping splash areas on Spell Flux

Is it intentional that Spell Flux is behaving like Jinx Fishbones with 2.5 x item 3085 ?

Maximum potential damage to an enemy surrounded by 6 of their friends (include manions) with ONLY 1 Spell Flux while Desperate Power is active: 350 / 470 / 590 / 710 / 798 (+210% AP) (+14% max mana) magic damage.

And that isn't a "single-target" nuke. Everyone in that Snuggle Bubble of Death will splash that damage to everyone else.

Maybe people wouldn't care so much about Ryze's permasnare if he wasn't seemingly one-shotting entire teams?

Intentional: this has been a trademark of Ryze since he was introduced. In fact, the original version of ryze was a burst mage who would flash out of a bush, root you and bounce his E+R off you and himself 5 times hitting you with the splash off himself each time.

Keep in mind it is not very often you are in a tight enough cluster for his current E+R to maximize its damage, and his E is looking like it is getting a damage nerf next patch.
