What about 
who either dominate the game at professional levels or normal player levels and get nerfed into obscurity like Yasuo and Yorick, or remain peerlessly oppressive the entire game like Vayne and Rumble?

you will remember yorick morrey...you will forget him after level 3 XD
kalista is annoying and possibly OP depending upon circumstances
vayne and yasuo kill everyone if their player knows how to handle them
the only basis I can think of is that yasuo, vayne and kalista can all be scripted subtly to be even more op and etc
