In what world is Kalista balanced

In a world where all her enemies happen to pick champions which counter her?

The problem with Kalista is that she hard-counters a lot of champions, but is actually fairly weak against champions outside the list of ones she hard-counters. That's why she has an average win rate. She's "balanced" in the same way that a champion who automatically wins games against 50% of enemy champions, but loses against the other 50% would be "balanced". The winrates even out, but it's a awful experience for the "wrong" 50%, and horrible game design.
