Why is Poppy's ult cancel not affected by cooldown reduction?

Because of what cooldown reduction does-- reduces cooldowns.
Zielmann1 votesBecause it says it specifically sets it to a 30 second cooldown if it's cancelled. If they wanted CDR to apply to it, they would list it as refunding a percentage of the cooldown (like ZAC's E).
