More ways for utility supports to go back into the game.

Overhealing I'd say some champs would need a bit of a nerf (soraka/nami) if this came back. Aery for healing is extremely lackluster when playing into bursty set ups.

A cleanse like effect / shield summoner spell I would like to see this in the game, I hate how cleanse ONLY blocks CC, and doesn't provide anything else (team wise)

rework them.

The core utility supports are fine (Thresh, Taric, Alistar), but it's true that squishy caster mages such as soraka & nami do seem squishy and somewhat useless recently (from experience playing against them, and not bad opponents either)

They're more niche picks right now and with the high damage in League right now, it's hard for them to A, survive being burst down and B, heal that burst damage. I don't think Aery is all that bad, if it was much stronger, people would be complaining about it. You already see plenty of mid lanes take it because it's guaranteed extra damage when you land anything against an enemy champion and ironically, that's where I see supports making the biggest mistake: they'll harass the enemy adc or supp or ganking jg and then not have Aery up to provide shield for their adc when they try to shield/heal or whatever.

A good Soraka and Nami will still win team fights.

How about adding an item that converts X% of your excess healing on the target into a shield?

Could you explain this further? I'm not sure I get it.
