QoL Tristana Buff

I think Tristana is good where she is at now considering she scales very well into late game, but I think you can change a couple of things on her to make her early-mid more reliable.

• Her movement speed is extremely low making it hard to keep up with targets, so I think this should be raised from 325 to 335 or 340 considering most ADC's have some sort of built in movespeed/slow/CC that helps them keep up with their targets, so they can still be a threat while doing consistent damage. etc.

• And lastly her ult should apply a stack of explosive charge on a target that already has a stack of explosive charge. This helps with cleaning up kills, and it only makes sense considering it's just a huge rocket instead of an auto attack.

I think this would help with Tristana, because early her E is really hard to actually apply stacks with. I understand Tristana is balanced, but I think this could help her some more, and you might as well show her some love after reworking her, when she was already my favorite champion.
