Considering how "itemized" (including runes) CDR gets exponentially more valuable with every point, if ER ends up core on him, other CDR is likely to as well. Plenty of AD items offer 10%+ CDR.

WoonStruck1 votesI wasn't suggesting that he would go inspiration for the 5%, just pointing out that you can get 25% CDR without investing any gold into it, though I can see where the confusion would set in.
We don't know what his core builds will be.
Will crit scale decently on him? Will lethality? Is he primarily going to build on-hit? We don't know what the fuck is going to happen to him a year from now because his kit is so bipolar, but the options are pretty limited.
