Real reason riot did the Rank shift (adding Iron and Grand Master)
They felt too many were getting to Gold 5 for the skin so they shifted the ranks so now to get the skins you need to be the equivalent of G3

They literally could just change the soft MMR and starting MMR values at a season start to do this and no one would be the wiser.
Riot could respond with
"Oh the player distributions different? Must be because of inactive or new accounts."
Or more frequent punishment for behavriors off reports. losing honor = lost rewards. Punish gold and up more often if you don't want folks to get skins.
You need to take some time to study. Here you might find this useful. http://www.lifewithalacrity.com/2006/01/ranking_systems.html
They have 0 reason to care. Victorious skins are purely commemorative and produce $0 for Riot directly.
They can make them Master+ only or exclusive to accounts with at least 1 win in Ranked. Makes no difference
The reason gold and up is because you cant decay out of Gold but above it you can. This means players who climb to mid plat or place in it wont have to fear a life situation pulling them away from the game for month or two causing them to miss the skin forever.
Do you think it costs them money to distribute the skins? You realize they make $0 on the skins whether they award 1 of them or 10,000,000 of them, right?
It was still easy to get to Gold 4. I even did it as a support, which I never play; On champions I never played. I think I even did it in 1/3 the games I did last year too.
Even if it was true. Where is the issue?
