He can pretty much destroy most match ups at this point, and moment he gets 6 he's pretty much 1v2's you and your jg with the Q CD reduction
Like sure in higher ranks he's still mediocre, but doesn't the same... apply to Garen?
They're scared to give Garen any good buffs to make him viable in higher rank, cuz he'd crush lower rank, exactly like Susan does but he's 100% fine for being over buffed

you dont nerf based on bad players

limitations of their kits... they are juggernauts no gap closers get kitted very easy and shut down via CC
and people wont fight them 1 vs 1 in most situations they fight them with the team
