Will on-hit adcs be the next botlane meta?

With the current changes to crit on marksmen on PBE it's clear Riots wants to delay their powerspikes and that is probably for the better (crit true damage 15% (and not 20% which was dangerously high) ; completed zeal items cost 300 more gold !) However, that leads to think that on-hit ad carries will simply outclass crit adc's now, especially since they weren't even in a bad spot to begin with (thinking about for instance), and botrk is even buffed. Are they going to be dominating botlane meta? Will we see maybe burst adc's come in as metagame, with Stormrazor being a thing (or just outright crit nerfs bringing back lethality builds?)
