A possible solution to nerfing a champion's wave clear.

This isn't for any champion specifically, but it may apply to many champions. Many nerfs have been discussed for different champions but people say it's a bad idea because it kills that champions ability to wave clear. So why can't we nerf said champions damage on the wave clearing ability.. but make it deal bonus damage to monsters/minions? This way we can tweak a champion's trading ability without touching their wave clear ability. Thoughts?

EDIT: Another thing that could be done is lowering damage of abilities to minions/monsters if the wave clear is so great, as to not hurt their trade but to tone down their clearing ability.
