@riotrepertoir can Twisted Fate's Stacked deck glow again when you have a point in it?

since its a passive shouldn't there be a moving glow around the icon? and it isnt as bright as the rest of his abilities. i already accidentally maxed it because a=i kept thinkkning i hadent put points in to it...
