Uhm. Isn't there one? Gives you 45% CDR with 5% base?

Well, we have one (that also increases the CDR cap).

Why it has to be so far down the tree that you need to take 18 points in cunning and sacrifice penetration to get it, that's beyond me.

Every prior season running 15% scaling CDR (through 9 glyphs) was an awesome strategy (+20% from one CDR item, +5% from masteries to hit cap). This season it doesn't work because of the masteries.

I wish Riot would either: Add 5% scaling CDR to the mastery as well or Get rid of the CDR cap increase and move the mastery to a lower tier of the tree, replacing it with something better at the higher tier.

If you do that then it is a no brainier must have talent... that is why it is so high because it frees up item's, gives the CDR and can really change a champion. However if you could get the cdr and the big dmg boosts at the same time then there is no choice to be made it will be the cookie cutter must have. As it is now you need to make the choice if it is worth it... that is a good thing!

I'm not sure which option I'm asking for you're referring to...

I don't see how 5% scaling CDR makes it a must have, the penetration mastery is already considerably stronger in most cases.

I don't see how it's a no brainer to take a 5% CDR mastery at the first or second non-keystone tier (or heck, even the 1st and 2nd keystone tiers). 5% CDR was always previously available as a first tier mastery in the offense tree, and yet many champions either took the 5% attack speed instead or didn't take the tree at all (going 0/21/9 or 0/9/21).

The problem right now is that Riot wrecked the ideal rune page set up with this mastery. Before running 15% scaling with the 5% mastery meant you only needed a 20% CDR item to hit the cap. Or you could go 15% on Lucidity boots instead of the scaling glyphs.

Now there's no good combination to hit 40% without or 45% with this mastery. You either need to use Quints as well, or take 3 fewer scaling glyphs and build an extra 10% CDR item. Neither option is very favorable. Which is why the CDR mastery seems underwhelming. You need to overinvest your early stats from runes in to CDR in order to hit that increased cap late game.

Exactly what my point was ,you need to make a choice and consider the benefit and negatives of it... seems better than something that would just be good all the time. Cleaver + IBG gives you your 40% CDR but then that is not valid on all champs...so I don't see so much of an issue on the masteries as much of an issue of valid build paths to get to the CDR cap for more champions!

Fair enough, you probably main tanks/fighters who also need CDR and actually probably would benefit from this. So you're referring to where it is, as in they can't take the tanky keystone and still get 5% CDR.

I'm referring to AP mages/assassins mostly. They want the CDR. They've always previously had access to it. They're at the weakest state they've ever been at (mages specifically). And they don't have enough CDR options to go with the mastery as is.

I think 5% CDR at level 18 from 5 points in that mastery would be balanced with the hybrid pen alternative. Maybe I'm wrong. I just think it would help balance out those mages. Tanks still wouldn't have access unless they gave up their resolve keystone.

Why are you writing books to just say that 5 flat CD-R is bad as it would be a must take and riot's whole philosophy is 'muh decision making'
